Top of Waikiki only offers dinner service and they do have a bit of a dress code so no beach wear, no tank tops, etc. Parking is available in the Waikiki Business Plaza building (same building the restaurant is in) and they will validate your parking.
The restaurant does actually rotate a full 360 degrees. Don't worry about getting sick, it moves very slowly at a rate of one revolution per hour so you should get a full 360 view of the course of a dinner.
It's a pretty large restaurant and can seat over 200 guests on three levels but be sure to make reservations to be safe as this place is pretty popular.
The food here is what they are calling Pacific Rim cuisine. So they'll have various steak dishes, seafood dishes, chicken dishes, and so on. It's high end food and a high end meal overall.
