Not much of a sandy beach but a popular spot for snorkel and scuba tour companies.

If you look on a map, Kaupo Beach Park seems to be located off the Kalanianaole Highway and is a bit north of Makapu'u Beach Park. As you are driving (north-ish) along the highway you'll see a very obvious pier that runs out into the ocean and this is the best place to stop and park.
The beach park is technically a bit further up the road but if you park further up there isn't really any sandy beach up there. Well, there is sand but it's under water and there isn't any good water access in that area.
So, park legally closer to the pier, head down to the ocean and you'll see some patchy bits of sand. Tour companies take people here to snorkel or scuba right from the shore but beyond that it's not really a great beach that we would recommend and has no facilities at all. Portuguese Man-O-War can be common over here as well so keep an eye out for them.
