Kuliouou Beach Park offers a large grassy piece of land with a basketball court and a large sandy area. The waters tend to be fairly shallow near the shore but it's also very reefy which means it is not a beach for swimming.
In addition to the reef issue, there is a stream that empties into the ocean which can create murky water. Murky water isn't really where you want to swim for a few reasons, but primarily because sharks do prefer murky waters.
Picnic tables are available but there isn't much shade unless you go down to the far east end, opposite end from the parking lot.
