Kalaeloa Airport, which has airport code JRF, has been owned by the Oahu District of the State Airports System since 1999 but has mainly been used by the U.S. Coast Guard and other non-commuter aircraft uses.
The airport has recently undergone some upgrades and is now offering daily commuter flights to and from Maui. Specifically, it's Mokulele Airlines is offering flights between JRF and Kahului Airport (OGG). As Kapolei, Oahu's "second city", grows it's likely that this airport will start to offer more and more island hopper flights.
The airport code JRF stands for John Rogers Field which was named after Commander John Rogers of the U.S. Navy and was the first person to attempt to fly from San Francisco to Hawaii back in 1925.
