Niumalu Beach Park isn't the type of beach you'll get excited about swimming at. It's a good place for launching a canoe and paddling up the Hule'ia Stream.
But that same stream, along with the smaller Puali Stream, dump into the ocean here and bring plenty of muddy, murky water with them. Murky water isn't something you'll want to swim in for plenty of reasons, one being the fact that sharks prefer to hunt in murky waters (see Shark Attacks In Hawaii).
It seems to be popular as a locals hangout and a place to camp (with permit) but not really a beachy place to hang out for the average tourist. Besides, there is no sandy beach here.
Fun fact: The Hule'ia Stream was featured in the movie Raiders of the Lost Ark. For more movie trivia check out Popular Movies & TV Shows Filmed In Hawaii.
